
She holds a BS in Business Administration from Morgan State University, an MPA from the University of the Virgin Islands, and an MBA from Western Governors University. She also earned a Senior Executive Leadership certificate from Harvard’s Kennedy School and advanced finance certification from the Government Finance Officers Association.
Her public service journey began in the 18th Legislature as an accounting clerk, later becoming a budget analyst.
She served on the Board of Education before leading as Commissioner, Assistant Commissioner, and Director roles in government agencies (Education, Justice, Port Authority).
Elected to the Virgin Islands Legislature in 2019, Donna hit the ground running: as a freshman she sponsored 30+ bills passed into law (unprecedented for a first-term senator).
She served as Vice President, chaired the Education & Workforce Committee, then rose to Senate President (only the third woman ever to hold that title).
In her most recent role, she chaired the Committee on Budget, Appropriations & Finance, enforcing sharp government transparency and financial accountability.
Donna believes in a Virgin Islands for all, not just a few.
She views leadership as service. Her foundation, the DFG Community Impact Foundation, provides scholarships, mentorship, and support programs for women and seniors in the territory.
Her guiding principles: transparency, accountability, unity, and inclusive growth.
Donna is a mother of four and grandmother of two — her commitment to the future is deeply personal.
Donna has also worked at the VI Department of Justice as the Director of Operations overseeing the administrative operations, including the Bureau of Corrections. Her early career started as an Accounting Clerk in the Business Division of the Legislature of the Virgin Islands, where she was later promoted to Budget Analyst in the Post Audit Division, and later worked as the District Director of Business and Administrative Services at the Department of Education.
Donna is a passionate advocate for issues close to her heart. She served on the board of Kidscope, working to protect child victims of abuse and neglect. She also served on the VI Board of Education where she advocated for reform and fiscal accountability in public education. Donna regularly volunteers within the community as a member of Alpha Kappa Alpha Sorority Inc. Sigma Theta Omega Chapter for 28 years, where she formerly served as chapter president for 2 years.
